The argument being made is that paying for the lunch of higher paid individuals, in this case developers that are paid around $50 an hour, in the long run the company will save on its productivity costs in the long run. Namely, by paying for their employees’ lunches and saving time by doing so, they will reap a much higher return on their investment than having their employees hunt for their lunches.
