There are far too many ways of losing employees when they feel underappreciated and in general don’t like what is happening in the company. Empty promotions that give no extra responsibilities, pay raise, and no incentives to the receiver will guarantee that someone else will eventually have to be hired to replace that person. On the other hand, if an individual is promoted, given independence and extra tasks, the staff to assist in completing the various projects, and a sufficient budget, there will be happier employees and a stable atmosphere as well.
